Plans For Colonies LONDON, July 20. Far-reaching plans for developing bieher education m British Colonies were published in London to-day. Jamaica has been suggested as a suitable site for a university and tn.- ear.y establishment of a faculty of medicine there was recommended. The nlaris include the establishment of three centres of higher education in West Africa -one in Algeria, one or. the Gold Coast and one in Sierra Leone it. is intended that the new emtres of learning maintain close fc.(tch' with universities in other countries.
