Turkish observers see no signs of an immediate German collapse, says the Istanbul correspondent of “The Times." The Turks, who closely studied the German reaction to the Russian offensive, have drawn these conclusions: The German general staff is preparing plans to enable the Reich to fight a long defensive war.
