U.S. TALKS WITH JAPAN
Understanding May Be Reached By Telegraph—Press Association—Copyright (Rec. 9.10) NEW YORK, Sept. 8. The Tokio correspondent of the “Herald Tribune” says a decision in the negotiations between Japan and the United States may be reached this week. Informed circles indicate that an understanding may be concluded between the two countries. A statement clarifying the course of the negotiations is expected in a few days. A message from Tokio states that with fears of encirclement growing and war fever sweeping the nation, the newspapers and many officials warn Britain and the United States that Japan is determined to force her way through if necessary, while the nation is tightening its belt economically and simultaneously making widespread military preparation for any emergency. Japan probably has the largest force under arms in history.
