November 18 Hitler, because of the necessity of filling the gaps in the population caused by the war, is planning to build homes with bombproof shelters to accommodate large families, also 300,000 flats. The decree states that the successful conclusion of the war will confront the Reich with tasks which can be solved only by increasing the population. Future housing developments must be suitable for families with many children. Dr. Ley has been appointed Reich Commissioner for the social housing scheme. The shelters will be large enough to accommodate all the occupants of the house.
