Move By Soviet And Finland United Press Association— By Electric Telegraph—Copyright (Received October 13, 6.30 p.m.) MOSCOW, October 12. The Russian-Finnish agreement signed on October 11 for tlie demilitarisation of the Aaland Islands operates immediately. A preamble states that Russia and Finland are desirous of strengthening the respective security for peace in the Baltic Sea. Russia'desires the right to maintain a consulate to supervise the observance of the agreement.
