Aggressors Sign Rail Agreement United Press Association—By Electric Telegraph—Copyright LONDON, February 7. The Berlin wireless stated that a Russian-German railway and frontier agreement has been concluded. It provides for special tariffs for the transport of wheat, oil, steels and manganese ore and other articles, also the use of frontier railway stations by either party.
