The House of Representatives twice refused to act towards ending relations between Russia and America and rejected by 108 votes to 105 an amendment to the State Department’s Appropriation Bill withholding funds for the Moscow Ambassador’s salary and by 93 votes to 38 an amendment prohibiting the State Department from maintaining the Embassy 7 in Russia.
