War Savings Scheme
The Canadian Minister of Finance (Colonel J. L. Ralston) announced that a programme was being devised, probably similar to the world war, of war savings certificates to enable the investment of small amounts in war loan securities at any time. He added that the over-subscription of the loan left no doubt about the need and usefulness of such an arrangement.
