PROCEDURE IN EVENT OF CHANGE * British Official Wireless (Received December 2, 6.30 p.m.) . 7.UGBY, December 2. The Marquess of Dufferin and Ava replying to a question in the House of Lords, said that if any changes were to be made in the constituion of Ceylon the procedure would be by Order-in-Council and the matter would not require reference to Parliament.
