JAPANESE ARREST CAPTAIN SECRETS PROTECTION LAW CONTRAVENED United Press Association—By Electric Telegraph—Copyright (Received November 3, 6.30 p.m.) LONDON, November 2. The Tokio correspondent of “The Times” states that Captain Stephen was taken into custody by the Yokohama police after the British steamer Antigone had grounded in a Japanese fortified zone at Futtsu on October 30. The Japanese maintain that the mishap was not due to fog and currents, and that Captain Stephen was liable to prosecution under the Military Secrets Protection Law. He was released after promising to pay £lOO for damage to fishing nets and clam beds.
