The Geneva correspondent of “The Manchester Guardian” says that he has reliably learned that the general arrangement Mr Chamberlain is hoping to make with Germany, into which Italy and France will be admitted is: (1) The limitation of armaments; (2) An economic arrangement; (3) A political arrangement on lines of the FYiur Power Pact. Herr Hitler Wants Reform Herr Hitler also favours some permanent organisation taking the place of the League of Nations and has proposed “reform” of the League of Nations which involves the suppression or amendment of several articles of the existing Covenant, notably Articles X, XVI and XXVI, which will be most difficult, as a unanimous vote is necessary, and the Soviet opposition is certain. Germany’s return to the League of Nations is similarly faced with obstacles, as Herr Hitler obviously will demand a permanent Council seat. This also requires a unanimous vote, which the Soviet opposition will render impossible. It seems therefore that unless the soviet can somehow be pressed out of the League of Nations, the League itself must be scrapped in favour of a completely new organisation.
