THE HEART OF RlGA.— Originally the town of Riga was built on the right bank of the River Dvina. Around this old quarter, new suburbs hare sprung up and have extended to the opposite bank of the river. In the modern quarters there arc parks and gardens and many handsome buildings. Above is a view of the centre of the city, showing the monument of Liberty erected by means of voluntary gifts of the Latvian nation.
