In an interview, Mr Frank Milner said that from his own point of view, he felt the results of the British Commonwealth Relations Conference were disappointing. After the divergent outlooks of the various Empire countries, and not to end on pessimistic note, he said it was safe to say that certain basic principles, qr communal ideas, emerged from the verbal welter. One was that the Empire is not static, but is motivated by a dynamic philosophy of trusteeship, devolution and autonomy. The unitary conception of Empire is replaced by a Britannic nationalism, and a system of free co-operative States displaces the idea of a Federal compact. The new ideal is diversity within a free co-operation, and the ultimate justification of the British Commonwealth of Nations is not from within, but from without in its contribution to a system of world order. Others who returned from the conference were Messrs E. P. Hay, A. W. Free, S. R. Morrison, and D. O. Williams. The leader of the New Zealand delegation, the Hon. W. Downle Stewart, is expected back in another week.
