RED ARMY

SCARCITY OF LEADERS United Press Association—By Electric Telegraph—Copyright LONDON, June 12. The Riga correspondent of “The Times” states that the Soviet ComCommlsslonar of Defence (M. Voroshilov) has ordered the enrolment of 10,000 cadets as lieutenants in the Red Army without waiting for the completion of their course at the army schools. The official reason is to enable the cadets to have experience of autumn manoeuvres, but the real explanation is that the Red Army lacks officers, chiefly owing to the long drawn-out and drastic purge which has deprived the army of between one-third and a half of its officers above the rar’: of lieutenant. Thousands have disappeared for reasons unstated, and great numbers described as traitors have been shot. Unrest is also reported in Soviet industry and irregular supplies prevent directors and engineers from fulfilling the plans. Consequently they are liable to prosecution for sabotage.
