PLANS FOR WITHDRAWAL HOSTS OF VOLUNTEERS IN SPAIN United Press Association—By Elect*lc Telegraph—Copyright (Received January 7, 8.30 p.m.) LONDON, January 6. According to the diplomatic correspondent of “The Daily Telegraph” a detailed scheme, estimated to cost £400,000, for the withdrawal of foreigners from Spain will be considered by the Non-intervention Sub-committee when it meets. The expense would be met by the Non-Intervention Committee from the fund provided by the Powers represented. It would involve the establishment of base camps behind the front lines at which the volunteers would assemble in groups not exceeding 2000 to 3000. The heavy cost would be involved in feeding and clothing them while they were awaiting withdrawal. The volunteers in Spain are estimated at 100,000 and forty or fifty camps would be required. The plan would include a clause that no discrimination would be shown against the men who had been in Spain when they return to their own countries.

The Salamanca correspondent of “The Times” says: “According to the Insurgents, the weather continues to impose a virtual stalemate at Teruel. The Insurgents claim they are continuing the advance and the Government forces are reported to be hurrying up reinforcements, in order to conserve, at least, some of their gains. The fight to capture the last remnants of the Insurgent forces in Teruel continues. Planes on both sides are engaging in an intensive series of attacks.
