January 6 The Madrid correspondent of "The Times” says: “An official decree makes it compulsory for 100,000 civil population to evacuate Madrid. Within thirty days, food ration cards Will be withdrawn from all not engaged in military activities, or auxiliary services. Those still refusing will be forcibly evacuated.

ESPIONAGE ALLEGED FOREIGNERS ARRESTED BY INSURGENTS United Press Association—By Electric Telegraph—Copyright (Received January 6, 8.30 p.m.) ST. JEAN DE LIG, January 6 The mystery surrounding the arrest of the members of the French Consuiars staff has been heightened by the arrest of eighteen Italians at Irun on espionage charges. The French Consul at Hendaye (M. Ducoreau) and three Consular employees were arrested on Wednesday and are not allowed to communicate with anybody. They were charged with espionage, but the insurgents hinted that the arrests were reprisals for the continued imprisonment of Senor Troncoso. The arrests caused indignation in France. The Foreign Minister (M. Yves Delbos) has instructed the French Consul at San Sebastian to intervene.

Senor Troncoso, -‘rebel military governor of Irun, was arrested on the international border by the French guards ih September after an attempt to seize the Spanish Government submarine C2 in Brest Harbour, where it was being repaired.

SANTANDER OPENS FIRE United Press Association—By Electric Telegraph —Copyright ST. JEAN DE LUZ, January 5 (Received January 6, 6.30 p.m.) Fifteen members of the crew and a British non-intervention officer from the Norwegian steamer Skottland, which struck a reef near Santander, were received with rifle fire from the shore when they tried to make Santander in boats. The firing ceased after the identity of the boats had been established.

The Greek steamer picked up the crew.
