CHANGE IN MAIN BASE United Press Association—By Electric Tel egraph —Copyright (Received November 28, 6.30 p.m.) LONDON, November 27. The Copenhagen correspondent of “The Daily Herald” says: Russia contemplates moving her main naval base from the ice-bound and land-locked Kronstadt to Poljarno, a port free from ice throughout the near, near Murmansh on the Arctic Coast, which is already populated by 100,000 workers building docks, completing a first-class base and a chain of aerodromes and an excellent railway to connect Leningrad with Poljarno. The transfer gives the Russian fleet continuous access to the Atlantic and farther afield.
