EMPIRE MIGRATION
PROGRESS POLICY PROPOSED British Official Wireless RUGBY, November 23. Resolutions passed at a conference on Empire Development are being laid before the Prime Minister to-day by an Influential deputation. One of these resolutions urges upon the Government the need to establish forthwith a statutory authority immune from the changes of Government, with definite financial powers, and charged with the whole-time duty, in cooperation with similar bodies tn the Dominions, to Initiate and consider aid in carrying into effect schemes for the encouragement of all forms of useful Empire activities such as immigration and the development upon an adequately financed and properly supervised btsls. A second resolution expresses the view that the time has arrived for an early resumption of Empire migration, and urged the Government to invite representatives of the Dominion Governments to consider the possibility of making early preparations for settlement, and to indicate to the United Kingdom Government readiness to give credit facilities for approved schemes. Hie Australian Associated Press correspondent states that, replying sympathetically to the migration conference deputation, which submitted its resolutions, the Prime Minister. Mr Chamberlain, promised to consult the Secretary for the Dominions immediately, after which he would communicate with the deputation. Mr Chamberlain said that nothing could be achieved without the active co-operation of the Dominions, which so far, for reasons they regarded as good and sufficient, and which he did not question, had been disinclined to co-operate. But the matter was so Important that he was convinced a further effort was desirable, in conjunction with the Dominions, to see whether something could not be done.
