FIGHTING DISCIPLINE UNDERMINED United Press Association—By Electric Telegraph—Copyright BARCELONA, November 18. Senor del Vayo has resigned the post of chief of the War Commissariat. His department, which controlled war propaganda, has been abolished. The move was connected with army officers’ complaints that the political commissars, of whom there are nearly 6000, cancelled the officers’ orders and undermined discipline.
