Following an earlier secret session, which is considering the Spanish appeal that Government ships should benefit by the Nyon agreement, the Council late to-night adopted a resolution condemning "attacks on merchantmen as violating the most elementary dictates of humanity, and repugnant to the conscience of the civilised nations.” It is understood the Spanish delegation now accepted the formula that the Nyon arrangement increases security in all parts of the Mediterranean.
