United Press AssociHtion —By S3rlc Telegrer>h -4>jo»rl«bt NEW YORK, July 18. “The New York Times” correspondent at Managua, Nicaragua, reports that President Somoza announced that, Nicaragua is willing to sign a treaty, permitting the United States to ship troops and materials by the new railway from Lake Nicaragua, to the Pacific, in the event of emergency, if the United States provide 3,000,000 dollars for making the canal of the San Juan river from Lake Nicaragua, to the Atlantic, to accommodate big ships. “It would mean fair play towards Nicaragua, with regard to the present 99 year option to construct the Nicaragua canal.” He revealed that his brother-in-law, Mr Debayle, had gone to Washington to negotiate with Mr Roosevelt.
