The Mahatma Gandhi has written what is regarded as a “policy speech,” In the weekly “Harijan.” He says the acceptance of office does not mean that congress intends to work the India Act, for what it is, but as a step towards complete independence. The acceptance of office is a serious attempt to avoid a bloody revolution of mass and civil disobedience. Attitude of Congress Congress rule is assured in all six provinces where it has been agreed to form a ministry. India’s first woman member of a Cabinet is Mrs Vijai Lakshmi, the Paudit’s sister. The Congress president, Jawarharlal Nehru is included on the Congress Ministry of the Central Provinces.
