BUILDING IMPORTANT CANAL THOUSANDS OF CONVICTS PARDONED United Press Association—By Electrio Telegraph—Copyright (Received July 16, 1Q.5 p.m.) MOSCOW, July 16. To commemorate the opening of the new 80-mile Moscow-Volga canal, enabling ships to reach Moscow from the Baltic, Caspian and White Seas, the Soviet has granted a free pardon to 55,000 convicts who worked on the job for five years. The trade unions have been ordered to find the convicts Immediate employment.
