SUBSTANTIAL INCREASE IN ENGLAND United Press Assomtion—By Electric Telegraph rnrwrle-ht LONDON, July 13. Nearly £1,000,000 more will be required for the civil service supplementary estimate. It will provide for a £79,680 British contribution to the international fund for working the non-intervention agreement, £BO,OOO expenses of British observers in Portugal, to which the Portuguese Government are contributing £16.000. The Board of Education requires £177,000 in connection with the new physical training scheme. The increased salaries of members of Parliament will absorb £84,300.
