VICEROY’S WARNING AND APPEAL United Press Association —By Electric Telegraph ronvriahf SIMLA, June 21. Lord Linlithgow (Viceroy of India) broadcast an introduction to his message, which he is publishing to-morrow on the subject of the constitutional position. He expresses the opinion that the difficulties are due to misapprehensions and he Intends to supply an authoritative exposition of the Issues and hopes thereby to assist the people of India to arrive at a right conclusion. The Viceroy’s message sympathetically appeals to Congress to co-operate in the working of the Constitution, to enable India to “take the shortest road to a fuller political life, which so many of you greatly desire.” He lengthily discusses the possibilities of the Governors’ position, including the resignation or dismissal of the Ministers in the event of the Governor using his mandatory powers. He emphasises that no Governor is lightly going to destroy, for the sake of the legalistic interpretation of the Act what might be the fruitful co-opera-tion of years. He welcomes Mr Gandhi’s suggestion that the severance of the partnership between the Governor and Minister is only essential in the event of major importance, and adds that if a deadlock continues and Parliamentary Government is suspended in a number of provinces, it might be beyond anyone’s power to reverse the circumstances, which must then supervene.
