declares: “Germany and Italy use the bogey communism to explain their flagrant breaches of the non-interven-tion and instal themselves across the Anglo-French lines of communication in the Mediterranean. France cannot tolerate further menaces of mobilisation. Other newspapers consider that it Is significant that Germany reappears at the climax of the civil war as the principal supporter of General Franco. IMPOSSIBLE TO AGREE HAS NON-INTERVENTION FAILED British Official Wireless RUGBY, June 22. A communique states that a meeting of the four Powers to consider the Leipzig incident unfortunately found it impossible to reach an agreement on the measures that should be adopted in this case. It was considered, on one hand that while the proposals should Jointly be examined for increasing the security of ships of the four Powers on patrol, inquiry into the circumstances should precede any step directed against the Spanish party involved. On the other hand, the facts were regarded as being clearly established, and that the incidents considered require immediate active steps in order to maintain solidarity and forestall a recurrence of such incidents. The proposal on which agreement could not be reached was that an immediate naval demonstration showing the flag of the four Powers should be held off the coast of Valencia. Mr Eden, in the House of Commons, referred to the four Powers’ discussions on the Leipzig incident, and intimated that the British Government had no intention of joining in a naval demonstration off Valencia. Mr C. R. Attlee urged that the non-intervention agreement had broken down, and suggested reference of the Spanish situation to the League of Nations. Mr Eden replied: “It is clear the agreement is not working as we should wish it to work, but this is an agreement to which every nation in Europe has put its name, and consequently we have gravely to consider the position which confronts us.” GERMAN ALLEGATIONS REBELS OFFER SAFEGUARDS United Press Association—-Bv Eiuntrir Telegraph rv»nvripht BERLIN, June 22.
