WASHINGTON, March 9 It is announced that Mr Henry Morgenthaq (Secretary to the Treasury) has refused to approve the request of France that the United States should agree to the appointment of some bank in New York to act as agent there for the payment of coupons of a billion dollar French defence loan, in cases where payment is requested in dollars.
