EARLY BEGINNING IN RUSSIA United Press Association— By Electric Telegraph—Copyright MOSCOW, March 3. A new decree orders the military training of children from eight years old upwards. The manufacture of miniature guns, aeroplanes, cars, gasmasks and children’s games must be directed towards the application of military lessons.
