SUBSTANTIAL INCREASE IN COST United Press Association —By Electric Telegraph -Copvrlght (Received November 26. 6.30 p.m.) TORONTO, November 25. Professor Norman Mackenzie, Professor of International Law at the University of Toronto, forecasting a substantial increase in Canada’s defence expenditure, declared that secession from the Empire was Canada’s only course to remain neutral in the event of a European war.
