A five thousand word measure, described as an Act to provide the people of Alberta with additional credits wis introduced, providing for the establishment of a State Credit and validating the Order-in-Council of July 29 regarding the registration of citizens for basic dividends. No definite amount of the Alberta credit to be paid in dividends was set, but it was indicated that citizens would be classified, and different amounts paid. The Bill said that "Alberta credit” means the facilities provided by the Credit House for the facilitation of the exchange of goods and services within the province. A levy on unearned increment, one of the three main features of social credit, may be made under the Act.
