INSTALLATION AT ST. ANDREWS

REPORT TO BE OBTAINED

The Installation of a sewerage system at St. Andrew", was discussed briefly at the meeting of the Waimate County Council yesterday, and it was decided that the County Engineer submit a report to the Council on the proposal. The matter was introduced when a letter was read from Mr J. Menzies, Inspector of Health, who wrote as follows:

The desirability of providing a sewerage system in St. Andrews has been discussed with various persons on several occasions, and the question has again been brought up within the last few days, in connection with the proposal to erect a new and up-to-date hotel in place of the old one which Was recently destroyed by fire. In the interest of especially those persons living and working in the various premises on the main road, Including the Railway Station, stores’ and Post Office, I think your Council should, without delay, take the necessary steps to make provision for installing a system of sewers for the township.

For present requirements It may be advisable to provide only part of the scheme, but to make provision for a system which would include the whole of the township, St. Andrews is one of the easiest places in South Canterbury to install a sewerage system, as it is close to the sea board and the land has a gradual rise from the sea, so that no costly work will be necessary for the final disposal of the sewerage. In the event of the Council going ahead with the proposed scheme of Sewers, they could adopt as by-laws for the country the Plumbing and Drainage Regulations under the Health Act, 1920, H. 98.

Probable Cost

The County Clerk (Mr L. J. Collins) said Mr Menzies idea was to have a six-inch pipe coming up from the sea to the front of the railway station at a cost of approximately £3OO. If provision was made for the street in front Of the station the work he thought would not cost more than £5OO.

The chairman (Mr John Bitchener) said this was a time when the Council should do something in the matter. He suggested that it be referred to the County Engineer for a report. He (the speaker) was not too sure on the matter of cost. ’die water for the sewerage system would be a serious matter. If the scheme could be made self-supporting the Council should agree to it. Apart from the water supply the scheme seemed to be a very reasonable one in regard to cost. He suggested that this be one of the first matters the engineer deal with on his return.

Or. W. Lindsay said the Council should endeavour to support the proposal as much as possible. It might be necessary to call a public meeting at St. Andrews. There were certain formalities to be gone. into. The Council would have to form a drainage area and it might be necessary to get the Consent of the Minister of Marine to drain into the sea. Even if the scheme cost £lOOO it should be gone on with. It was pointed out tpat the Government would be a large user of the service.

Mr Collins said Mr Menzies had brought the matter forward because when the new hotel was erected a pipe would have to be taken to the sea for the , hotel drainage scheme, and he thought it would be an opportunity for the Council to do something for the St. Andrews township. On the suggestion of the chairman it was decided that th: engineer submit a report on the proposal as early a.; possible.
