De Chambrun, Italy’s acceptance of the French proposals of non-intervention in Spain, handing the Ambassador a Note undertaking to prevent direct or indirect exportation or re-exportation to Spain of arms, munitions, war material, aeroplanes and warships, applying the embargo to current, contracts and also keeping contact with other interested States for the reciprocal communications of all measures implementing such declaration. Italy will give effect to the declaration when the French, British, Portuguese, German and Russian Governments adhered thereto. It adds regarding the French reference to “indirect” intervention, that France does not specify the precise meaning, but Italy has interpreted the suggestion as rendering it inadmissible for adherents to the agreement to permit public subscriptions or enlistment of volunteers for either side. It adds that as other important European States produce arms, besides those to which the French project refers, Italy regards it as essential that such Powers should also accept nonintervention.
