The element of chance in public examinations was revealed in a test organised by Sir Phillip Hartog, Director of the International Institute of Examinations Inquiry Committee. Referring to the marking of school certificates and papers, the equivalent of the Australian leaving certificate, the report states that when 14 experienced examiners again marked independently 15 scripts, which all received the same moderate mark from the examining authority, they allotted more than 40 different marks. When the same papers were again submitted, after an interval of 12 to 19 months the examiners changed their minds on the verdicts of the pass, fail and credit in 92 out of 210 cases.
