NEW DRIVE TO PROVIDE MORE SKILLED MEN United Press Association— By Electric Tel exrapp Copyright (Received May 7, 9.35 p.m.) MOSCOW, May 7. “Russia has now a powerful firstclass industry in mechanised agriculture and is developing a transport service. She has organised an excellently equipped army but lacks sufficient competent technical workers,” said Mr Josef Stalin in a speech to graduates of the Military Academy. “The leaders must, therefore, do their utmost to educate and to help to encourage the workers, especially those showing ability.” The speech is regarded as heralding a new drive to provide Russia with more skilled workers.
