PRECAUTIONS IN RUMANIA United Press Association—By Electric Tel egraph—Copyright BUCHAREST, November 15. The carriages of King Carol and Prince Michael were closely guarded when they drove through the streets to the opening of Parliament. Nobody was allowed to occupy windows. King Carol, in his Speech from the Throne, declared that Rumania desired peace. Nevertheless owing to the recent international events the army needed immediate overhauling in preparation for any eventuality.
