NAVAL POLICIES OF POWERS

FRANK DISCUSSION NEEDED British Official Wireless (Received Octobed 17, 5.5 p.m.) RUGBY, October 16. The bilateral naval conversations, which will prepare the way for the conference which is to be held next year, are about to be resumed in London, and the American delegates, Mr Norman Davis and Rear-Admiral Stanalev, and the Japanese delegate, Rear-Admiral Yamamoto, have arrived in England. The conversations began in London on June 18 on the initiative of the British Government, and were originally intended to deal primarily with matters of procedure. More technical matters, such as tonnage and ratios, were, however, informally discussed at various meetings until July 16, when it was decided to suspend the talks until this month. The conversations were carried on most fully between the British and American and British and French representatives, and in this case they are felt to have been of real value in clearing the ground. On the part of Japan, Mr Tsuneo Matsudaira, Japanese Ambassador, had helpful talks with the representatives of the British Government, and Admiral Yamamoto will now be associated with him in the continuance of these talks.

A French naval expert visited London in July in connection with the conversations, and in the autumn it is probable that both French and Italian representatives will visit London to take part in the resumed conversations.
