DRASTIC CHANGES PROPOSED. United Press Association—B.v Electric Telegraph—Copyright (Received May 23, 11.30 p.m.) SYDNEY, May 23. The Government has decided to make drastic changes in the Sydney Corporation Act, to prevent the recurrence of scandals which occurred in the City Council’s administration a few years ago. The election in December will be held under the preferential voting system, and the “Lodger” vote, enacted by the former Labour Government, will be eliminated. The Lord Mayor will also be appointed on a preferential secret ballot. The Council’s accounts will be examined by a Government auditor, instead of an outside official.
