GERMAN ATTITUDE IN SOUTH WEST AFRICA. United Press Association —By Electric Telegraph—Copyright WINDHOEK (S.W. Africa), May 18. When Parliament assembled to-day, all the German members walked out, after submitting a memorandum stating that a one-man Government was the only solution to the present political deadlock. The action of the Germans followed the failure of a conference between the United and German parties to reach an agreement to co-operate in the political and economic development of the mandated territory. The Germans’ resignation did not hold up the work of the Assembly, but Parliament is unable to puss legislation on constitutional matters owing to the fact that a two-thirds majority will never be available.
