BOROUGH AFFAIRS MEETING OF COUNCIL The monthly meeting of the Temuka Borough Council was held on Wednesday evening. Present—The Mayor (Mr A. W. Buzan), and Councillors E. Blackmore, W. F. Evans, P. H. Lvncli, I. W. T. Baxter, A. E. Smith, W. H. McMillan, J. King, T. Dwan and G. Hancox. A motion of sympathy with the relatives of the late Mr T. Frisby was carried. Correspondence. The South Canterbury Hospital Board forwarded its estimates for the year ending March 31, 1935, together with a statement of levies payable, Temuka’s being £320 Is Bd, £23 in excess of last year. The inspector, Department of Health, brought to the notice of the Council the insanitary condition of a house In the borough, and recommended that a proper drainage scheme be installed. It was decided to forward the letter to the occupier. It was decided to apply for the use of the Highways Board’s magnetic truck. The Palmerston North protest against the payments being made under the sustenance system was supported. Application for the annual grant of £4O was made by the Fire Brigade, which advised that Mr D. J. Waters had been appointed caretaker for 1934. The appointment was confirmed and the grant left until the forming of the estimates. An application by G.’ B. Cartwright for a reduction in his outside water charge was referred to the Water Committee with power to act. The Department of Health wrote requesting that every step possible be taken to destroy the rat plague at Temuka, and that Inspector Menzies would assist in any way. Finance Committee. The Finance Committee, through Cr. Blackmore, reported that receipts totalled £538 19s 4d, while accounts recommended for payment amounted to £1037 15s. The District Fund Account was in credit £35 9s 2d, an improvement of £358 3s 3d as at the same date last year, when there was a debit balance of £322 14s Id. It was recommended that 21 per cent, discount be allowed on outside water accounts paid by June 30. The report was adopted. Works Committee. Recommendations contained in the Works’ Committee’s report covered those made by the Council during the annual inspection of the borough, and it was decided that should the work be approved, the expenditure would be included in the estimates. It was recommended that complete tar sealing of Wilkin Street to North Town Belt and the continued tar sealing of Denmark Street be carried out; that tenders be called for five ton lots of chaff; that the Council take steps under Sec. 45 of the Finance Act No. 2, 1933, to extend the East Side Drainage scheme to Wilkin Street north; that an engineer be engaged to survey and report on the cost of renewing in sections the channels in King Street; and that the Geraldine County River Board be asked to take steps to protect the east bank of the Temuka river near Godley Street, and also near the Domain, from erosion. Cr. McMillan introduced the question of installing new street nameplates in the borough and It was agreed that the matter be considered. The tender of £ls 9s by A. D. Cameron, for renovating the Council Chambers, was accepted. Town Clerk’s Report. The Town Clerk (Mr L. Butters) reported that the effect of the reduced charges on the Sanitation and Dust Account was that during 1932-33 the ■service had been operated at a loss of £3B, and for 1934 a loss of £ls. The same result would occur during the current year, which would mean that the account would just balance at the end of the year. The Town Clerk was authorised to take steps to collect overdue licenses, and a special meeting was fixed for Wednesday, May 30th. Domain Board. Sitting as the Temuka Domain Board, accounts amounting to £45 9s 4d were passed for payment. G. Fletcher wrote accepting the positon of Domain curator and requesting that electric light be installed in the cottage at the Domain. It was agreed to accede to the request. The Temuka Men’s Hockey Club was granted the use of the oval at a rental of £2. W. C. Harvie and H. J. Pierce wrote surrendering the leases of reserves at Guise Street and Hilton respectively. Transfers were granted to Mrs C. Tarrant and W. Taylor. On the recommendation of the Visiting Committee it was decided to clean out the drain at the rear of the Domain grandstand and to connect it with the drain in an adjoining section. Thanks were expressed to Mrs Guild for a donation of tulips.

RIGHT TO VOTE QUESTIONED.

That Mr G. Hancox should be allowed to vote when a member of his family was concerned was unfair, and that he doubted the legality of such procedure, was the opinion expressed by Mr P. H. Lynch when applications for the position of assistant curator at the Domain were being considered at Wednesday’s meeting of the Temuka Domain Board. There were 62 applicants. i When it was decided to review applications, Mr Lynch suggested that only local men should receive consideration, but Mr A. E. Smith, seconded by Mr T. Dwan, moved that every application should be judged on its merits, and the motion was carried. Then by ballot, members of the press acting as scrutineers, the applicants were further reduced to two, these being Messrs A. Watson and C. Hancox. The final ballot resulted in each man receiving five votes, whereupon the chairman stated that he did not feel disposed to give two votes to one man. Mr Lynch: Mr Hancox has voted where a member of his family is concerned and it is unfair. I doubt that the procedure is legal. Mr Hancox: I made inquiries from the Town Clerk beforehand and I understand that it is perfectly legal for me to vote. The chairman: I mentioned the matter to Mr Hancox and I see no reason why he should not vote, but it is a legal point. I am not an authority. In any case it is unfair that I should decide this by giving one man two votes. After further discussion it was moved that the two names be placed in a hat, and the name of the successful applicant drawn by a member of the press. The motion was carried, Mr C. Hancox proved to be successful, and he was appointed to the position. As he left the table Mr Lynch remarked, “There will be plenty of correspondence in the papers after this." >

Kennedy presided over a large attendance, at the Presbyterian Sunday School Hall, to hear an address on the activities of the Christian Endeavour Movement by the Rev. K. Melvin, Dominion president. Supper was provided by the Temuka Endeavour Society. GOLF. Owing to the wet state of the Geraldine links the match with Temuka was played on the Temuka course yesterday and ended in a draw. Results. In a friendly match at Temuka yesterday the Temuka Women’s team was defeated by Geraldine by 1 goal to nil. The Temuka Men’s team also suffered defeat by Geraldine by 6 goals to 5. GENERAL NEWS. Heavy showers during yesterday morning caused the postponement of all basketball games. A strong cold southerly prevailed in the afternoon. A public auction of water colour pictures by C. E. Ferris will be held by A. C. Palmer in his auction room tomorrow evening. MOTOR COLLISION. Travelling along Factory Road towards Temuka yesterday afternoon a car driven by Mrs A. Bisdee, Factory Road, collided at the Springfield comer with a car driven by Miss Stevenson of Temuka. The impact forced Mrs Bisdee’s car into the deep ditch on her right but fortunately neither driver suffered injury. Both cars were considerably damaged. Mr E. Cholerton, Optical Specialist, proprietor of John R. Procter, Ltd., the Premier Opticians, Christchurch, will be visiting Temuka personally, and may be consulted at the Crown Hotel on all optical defects, on Saturday, 26th May.
