DRASTIC CHANGES IN POLICY FULL SCALE PAYMENTS FOR RELIEF United Press Association—By Electric Telegraph—Copyright (Received March 27, 11.55 p.m.) LONDON, March 27. “The Daily Express” says that the Socialist-controlled London County Council proposes revolutionary changes in the administration of the unemployed benefit. The means test whereby the needs of applicants for relief are assessed, will be abolished. The Council thus deliberately ignoring the Unemployment Act. The payment of the full scale to all unemployed will cost £1,000,000 extra, and the question is whether the Treasury will pay if the payments are made in defiance of the existing scheme. In the event of the Treasury’s refusal, the cost to the County Council will be sid in the £ in extra rates, in order that the so-called humanising of the Poor Law may be carried out by all relief committees controlled by the Socialists.
