CAN CIVIL WAR BE AVERTED?

DESPERATE EFFORTS IN CHINA NANKING’S HOSTILITY TO NEW STATES United Press Association—Bv Electric Telegraph—Copyright (Received December 11. 9.20 p.m.) SHANGHAI, December 11. In the meantime, Foochow' residents are in daily fear of aerial attack bombardment. Foreign observers are unable to decide whether the massing of Kwangtung forces is for the purpose of aiding or attacking the Fukien rebels.
