CAN CIVIL WAR BE AVERTED?
DESPERATE EFFORTS IN CHINA NANKING’S HOSTILITY TO NEW STATES United Press Association—Bv Electric Telegraph—Copyright (Received December 11. 9.20 p.m.) SHANGHAI, December 11. The last desperate efforts are being made to find a peaceful solution of the Fukien quarrel, in the hope of averting civil war, which daily appears inevitable as the Nanking Government declares it is impossible to recognise an independent provincial government which is allied to the Communists. The Nanking peace envoys are en route to Hongkong for the purpose of seeking a truce and securing Cantonese co-operation against the rebel Fukien Government. In the meantime, Foochow' residents are in daily fear of aerial attack bombardment. Foreign observers are unable to decide whether the massing of Kwangtung forces is for the purpose of aiding or attacking the Fukien rebels.
