FINLAND TO PAY DECEMBER INSTALMENT. Onited Press Association —Hv Electric Telecraph—Copyright (Received December 8, 5.5 p.m.) WASHINGTON, December 7. It is announced that Finland, as hitherto, will pay the full amount, namely 229.623 dollars, of the war debt instalment due on December 15.
