The Indian Governments terms to Japan include the annual purchase by Japan of 1,500.000 bales of Indian cotton, and for every extra bale purchased the Japanese are allowed an additional 200 yards of piece goods to her quota. The trade delegates telegraphed the terms to Japan, who replied advising non-acceptance, thus there is a deadlock again
