JAPAN’S AGGRESSIVE POLICY. United Press Association—Bv Electrle Telegraph—Copyright LONDON, October 18. The Tokio correspondent of the “Financial Times,” says: "Japan is planning economic self-sufficiency by capturing new markets to recoup the losses due to foreign tariffs. She intends to take South American raw materials, including meats, wool, wheat and hides, in exchange for manufactures. At present almost all her wheat is imported from Australia and Canada; beef, tallow and wool from Australia. The Government, because it may cost more to purchase from South America, is forming a great national trading company, with branches throughout South America. Little success attended Japanese woolgrowing, because bamboo grass is fatal to sheep. As Manchuria and Korea are not handicapped in this respect, a new Japanese-Manchukuolan sheep raising association expects to increase the flocks from the present 2.000.000 to 25.000.000 within 25 years.
