The Government’s refinancing programme, regarding the conversion of part of the fourth liberty loan, raised the dollar to-day to the indicated gold value of 69.13 cents. Sterling broke 13 7-8 cents to 4.53*, with the result that domestic, security and commodity prices are sharply down. CANADA'S OPERATION. LOAN SUBSTANTIALLY OVERSCRIBED.
