DECISION OF SOVIET. RIGA, December 8. The Soviet has further facilitated the “ransoming” by foreigners of their friends imprisoned in Russia. The amount of “ransom” has been reduced from £IOO to £SO in foreign currency, plus railway fares out of the country. The O.G.P.U.
