RANSOMS REDUCED
DECISION OF SOVIET. RIGA, December 8. The Soviet has further facilitated the “ransoming” by foreigners of their friends imprisoned in Russia. The amount of “ransom” has been reduced from £IOO to £SO in foreign currency, plus railway fares out of the country. The O.G.P.U. (Soviet Secret Police) have long exercised this practice as an important means of obtaining foreign currency.
