The letter was read at a meeting of ; the mission on board the steamer Prince ' Rupert on Tuesday, and made public on Thursday. The letter proposed that each of the four countries should appoint a representative to a special Commission, charged 'with determining the sale quota for each participant, based on proI duction for exportation, effecting sales 1 and distributing the proceeds.
