PLIGHT OF FEDERAL CAPITAL. United Press Association—By Electrlo Telegraph—Copyright (Received April 9, 10.30 p.m.) LONDON, April 9. The “Daily Herald’ features a cable from Canberra under the heading “Australia’s White Elephant Capital,” saying that at present it is one of the most miserable spots m the w r orld. The majority of the SGDO inhabitants are civil servants, living in the shadow of the axe. Development has been abandoned, and the boulevards are deserted.
