NATIONAL GOVERNMENT FORECASTED. (Received April 5, 5.5 p.m.) MONTREAL. April 4. The advent of a national Government in Great Britain, without party affiliations and with partisanship eliminated, was prophesied by Sir Arthur Balfour, British steel manufacturer, who is here on a business trip to Canada.
