OPEN-AIR RALLY IN JAPAN.
POLICE WATCH PROCEEDINGS. United Press Association—By Electrlo Telegraph—Copyi TOKIO, March 19. The approach of the end of the session was marked by a huge open-air rally of adherents of the Opposition, numbering 30.000, with the object of passing a resolution of no-confidence in the Government, and demanding the resignation of the Premier. To prevent a hostile demonstration, the Diet emergency force of 6000 police were grouped at strategetic points. Hundreds were arrested and many were sent to hospital, including police, who were in the centre of conflict at Shiba, where thousands of agitators fought a pitched battle with the police, groups of whom they roughly handled. Strong guards were placed at the Diet and other important points throughout the night.
